【摘要】:1-1.1Thisrecommendedpracticeprovidesappropriatemethodsforrespondingtofireandexplosionhazardsresultingfromthereleaseofaflammableorcombustibleliquid,gas,orvaporthatcouldmigratetoasubsurfacestructure.Althoughthisrecommendedpracticeisintendedtoaddressonlythesefireandexplosionhazards,otherauthoritiesshouldbeconsultedregardingtheenvironmentalandhealthimpactandotherhazardousconditionsofsuchreleases.1-1.2Thisrecommendedpracticeoutlinesoptionsfordetectingandinvestigatingthesourceofarelease,formitigatingthefireandexplosionhazardsresultingfromtherelease,andfortracingthereleasedliquidbacktoitssource.Theseoptionsarenotintendedtobe,norshouldtheybeconsideredtobe,all-inclusiveormandatoryinanygivensituation.Ifbetterormoreappropriatealternativemethodsareavailable,theyshouldbeused.1-1.3Theproceduresoutlinedinthisrecommendedpracticecanapplytohazardoussubstancesotherthanflammableandcombustibleliquidsthatcouldhaveadversehumanhealtheffects.However,thephysicalcharacteristicsofthehazardoussubstancereleasedmustbeunderstoodbeforetakinganyaction.Itshouldberecognizedthatotherauthorities,suchasfederalorstatehazardousmaterialspersonnel,shouldbeconsultedregardingtheenvironmentalandhealthimpactandotherhazardousconditionsofthesesubstances.GuidanceregardingmaximumacceptablelevelsofthesesubstancescanbefoundintheMaterialSafetyDataSheet(MSDS);OSHA29CFR1910.1000,SubpartZ;otherOSHAsubstance-specificstandards;ACGIHThresholdLimitValues(TLV)forChemicalSubstancesand,PhysicalAgents;andtheNIOSHPocketGuidetoChemicalHazards.1-1.4*Theconditioncreatedbythereleasesofliquidsandvaporsinsubsurfacestructurescanbegroupedintothefollowingtwoclasses:(1)Flammable(2)InjurioustolifeThelatterconditionresultsfromthetoxicorsuffocatingpropertiesofthegasesorvapors.Someoftheseliquidsandgasesfallintobothclasses.Whilethispublicationdealsprimarilywiththeflammablelimitsassociatedwithliquidsandgases,someofwhicharelistedinTableA-1-1.4,additionalprecautionscouldberequiredtoprotectagainsthealthhazards.Anexampleisbenzene;itsdangerousbreathingconcentrationisonlyasmallfractionofthelowerflammablelimit(LFL).1-1.5Theresponsibilityforproperhandlingofasuspectedreleaseofflammableandcombustibleliquidsandgases,orapotentialhazardfromsucharelease,willbesharedbyvariousindividuals,organizations,andregulatoryagencies.Thesuccessfulhandlingoftheseproblemswilldependonthebestpossiblecooperationbetweenthem.Thisrecommendedpracticeisintendedfortheinformationofallorganizationsandpersonsinvolved.Owners,operators,orothersbecomingawareofahazardousconditionshouldnotifythefiredepartment,police,orotherproperauthority.1-1.6TheNationalFireProtectionAssociationdoesnot,bythepublicationofthisrecommendedpractice,recommendactionthatisnotincompliancewithapplicablelawsandregulationsandshouldnotbeconsideredasdoingso.Usersofthisrecommendedpracticeshouldconsultallapplicablefederal,state,andlocallawsandregulations,especiallywithrespecttoanyapplicablereportingrequirements.
